Vinny was a flower on a vine who was gifted sentience in the same lab as Frank. When he was gifted sentience the substance that made him sentient was a lot more toxic and dangerous than what was given to Frank. When he was allowed to leave he was required to wear a gas mask in public places to prevent harming others.

The "necklace" he has is actually a vine with three berries on it. Don't eat those berries they are very poisonous.

The gas he exhales isn't dangerous at first but will become dangerous the more you inhale.
