Constitution of the Principality of Valoria
Adopted this 17th day of November, Year of Our Sovereign, 1959
Preamble
We, the people of the Principality of Valoria, united in our shared history, culture, and destiny, reaffirm our dedication to the principles of sovereignty, liberty, and the prosperity of our nation. In honor of our heritage and our monarch, we establish this Constitution to govern our principality with justice, order, and unity, under the enduring guidance of our Crown and the will of the people.
Article I: The Sovereign Principality
Section 1: Form of Government
1. The Principality of Valoria is a sovereign, independent, and indivisible constitutional monarchy.
2. Sovereignty resides in the people, who exercise it through their elected representatives and under the guidance of the Crown.
Section 2: The Territory
1. The Principality’s territory is defined by its coastal borders, mountains, and national landmarks. It is sacred, inviolable, and shall be protected against any threat to its unity or integrity.
2. The capital of Valoria is the City of Orange, which serves as the seat of government and the residence of the Sovereign.
Article II: The Crown
Section 1: The Sovereign
1. The Sovereign is the Head of State and embodies the unity and continuity of the nation.
2. The Sovereign’s powers are derived from this Constitution and exercised in accordance with its provisions.
Section 2: Powers and Duties of the Sovereign
1. The Sovereign shall:
a. Act as a ceremonial figurehead representing Valoria domestically and internationally.
b. Formally appoint the Prime Minister, ministers, and high officials upon recommendation from the Parliament.
c. Serve as the Commander-in-Chief of the National Defense Forces, with decisions subject to parliamentary approval.
d. Promote national culture, unity, and the spirit of Valorian pride.
2. The Sovereign’s actions are subject to countersignature by the Prime Minister or relevant ministers to ensure accountability.
Section 3: Succession
1. The Crown is hereditary, following the line of primogeniture within the House of Aurenhelm.
2. The Parliament may establish a Regency Council if the Sovereign is underage or incapacitated.
Article III: The Government
Section 1: Structure
1. The Government of Valoria is composed of:
a. The Executive Branch, led by the Prime Minister.
b. The Legislative Branch, embodied in the National Parliament.
c. The Judiciary, ensuring justice and the rule of law.
Section 2: The Executive Branch
1. The Prime Minister is the Head of Government and oversees the day-to-day administration of the Principality.
2. The Prime Minister is chosen by the National Parliament and formally appointed by the Sovereign.
3. Ministers are nominated by the Prime Minister and confirmed by Parliament, forming the Council of Ministers.
Section 3: The Legislative Branch
1. The National Parliament consists of two houses:
a. The House of Deputies, directly elected by the people.
b. The Council of Nobles, representing the historic families and regions of Valoria.
2. The Parliament enacts laws, approves the national budget, and oversees the Government.
3. Laws passed by Parliament require the Sovereign’s assent, which is ceremonial and cannot be withheld.
Section 4: The Judiciary
1. The judiciary is independent and impartial, tasked with upholding the Constitution and the laws of Valoria.
2. The Supreme Court is the highest court, with authority to interpret the Constitution and resolve disputes.
3. Judges are appointed by the Sovereign upon recommendation from the Council of Ministers and the Parliament.
Article IV: The Rights and Duties of Citizens
Section 1: Fundamental Rights
1. All Valorian citizens are equal before the law, regardless of origin, creed, or status.
2. Citizens are guaranteed the rights to life, liberty, property, expression, and association.
3. The state ensures access to education, healthcare, and social services.
Section 2: National Duties
1. Citizens are duty-bound to uphold the unity and independence of Valoria.
2. All able-bodied citizens shall contribute to national defense if called upon.
3. Citizens shall respect the symbols, institutions, and heritage of Valoria.
Article V: National Identity and Culture
Section 1: The Valorian Spirit
1. Valoria is a nation proud of its history, culture, and traditions, which shall be preserved and promoted by the state.
2. The state recognizes the Valorian language as the national language and the symbol of its unity.
Section 2: National Symbols
1. The flag, coat of arms, and anthem of Valoria are inviolable emblems of the nation.
2. Desecration of national symbols is a punishable offense.
Section 3: Education and Patriotism
1. Education in Valoria shall emphasize the values of loyalty, national pride, and the responsibilities of citizenship.
2. Cultural and historical preservation shall be prioritized in national development plans.
Article VI: Amendments and Emergency Provisions
Section 1: Amendments
1. This Constitution may be amended by a two-thirds majority in both houses of Parliament, followed by the Sovereign’s formal proclamation.
2. No amendment may alter the constitutional status of the monarchy or the sovereignty of Valoria.
Section 2: Emergency Powers
1. In times of grave national crisis, the Sovereign may declare a state of emergency with the consent of Parliament.
2. Emergency measures shall remain in effect only as long as necessary and be subject to judicial review.
Article VII: Final Provisions
Section 1: Supremacy of the Constitution
1. This Constitution is the supreme law of Valoria. Any law, decree, or act contrary to its provisions is null and void.
Section 2: Oath of Allegiance
1. Upon assuming office, all officials of the Principality shall swear an oath to uphold the Constitution, serve the people, and remain loyal to the Sovereign.
Section 3: Enactment
1. This Constitution shall take effect immediately upon its promulgation by the Sovereign.
