The two lit up buildings are research labs being built. Besides reactors, research labs are the most common building in this city by far while there is only one factory. This is one possible strategy, there are other ways.
Watch the skies, candidates. All ships are fully functional space craft and the enemy may try to get the drop on you by attacking from above.
