Happy the Skeleton can be found in the inn, in the 3rd room. He's really happy when Frisk plays along, but according to Sans in the Genocide Route, Frisk will never be him.
I'm currently in the early stages of development for this game. It shouldn't take a hundred years like most fangames, so sit tight!
