In this universe his role is kinda fused with Nabbit, hence the colour. He steals Mario and Luigi's caps because after defeating Bowser, the Bros would definitely get famous and their stuff would cost fortune at that point.

Here's how i imagine Thomas' design for the canceled "The Adventures Of Thomas" Movie.
I'd give him a Turquoise livery because it feels more Thomas than the Indygo one that almost everyone else perfers for this kind of Movie

This Mouser is Wart's main Hitman He uses his dark coat to unfold it and quickly glide around (like a flying Squirrel) and the end of his tail is always on fire in case he needs to light up his Bob-Ombs!
