

The Global Occult Coalition (GOC) is a complex, multinational organization that serves as a counterpart and occasional rival to the SCP Foundation. As with most groups in the SCP universe, the longest and most detailed descriptions of the GOC are not confined to a single document, but are found in collaborative hubs like the “Global Occult Coalition Case files” and extensive narratives like SCP-5000.
Origin and founding
The GOC was formed after the Seventh Occult War, which coincided with World War II. The war exposed the existence of “parathreats” on a global scale, leading to the conclusion that a single nation or private group could not handle anomalous threats effectively. The GOC was established under the independent aegis of the United Nations, bringing together 108 different occult, esoteric, and governmental organizations.
The Fivefold Mission
Unlike the Foundation's three-part motto, the GOC has a fivefold mission statement, listed in order of importance:
Survival: The GOC's highest priority is the survival of the human race against all paranormal, parascientific, and par atemporal threats. This supersedes all other concerns.
Concealment: The GOC works to conceal the existence of parathreats from the public, believing that widespread knowledge of anomalies would cause mass panic and casualties.
Protection: The Coalition aims to protect individual human beings, both operatives and civilians, whenever possible, as long as it doesn't compromise the first two missions.
Destruction: The GOC believes that the existence of anomalies is anathema to humanity's long-term survival. As such, they do not take unnecessary risks to preserve anomalies and are willing to destroy or “liquidate” parathreats.
Education: The Coalition is dedicated to expanding its knowledge base on parathreats, but this is always subordinate to the previous four missions.
Structure and divisions
The GOC operates through a complex bureaucracy that mirrors a real-world government, with several major divisions:
High Command: Oversees and directs the rest of the organization, with authority vested in a Council of 108.
PHYSICS Division: The action arm, equivalent to the UN's peacekeeping forces. It comprises Assessment Teams for investigation and Strike Teams for combat and neutralization.
PSYCHE Division: The diplomatic arm, which serves as a liaison with the non-hostile paranormal community.
PTOLEMY Division: The support arm, responsible for logistics, research and development, and quartermaster duties.
CAULATICA Division: The disinformation arm, which handles cover-ups and secrecy efforts.
PNEUMA Division: The intelligence arm, which performs counterintelligence and monitors rival groups.
Conflicts and controversies
The GOC's policy of destroying anomalies has placed it in direct conflict with other groups, particularly the SCP Foundation and the Serpent's Hand.
With the SCP Foundation: While the two organizations have cooperated on major threats, the GOC is openly critical of the Foundation's policy of containment and use of D-Class personnel. The Foundation, in turn, views the GOC as reckless for potentially destroying anomalies that could be beneficial or whose effects are not fully understood, as demonstrated in the case of SCP-1609.
With the Serpent's Hand: The Serpent's Hand refers to the GOC as “Book Burners” due to their aggressive policy of destroying anomalies and their failed attempts to breach the Wanderer's Library.
