Someone give me some advice about Sonic 3 A.I.R. sprite modding. I'm trying to make a Tails reskin, but he's always just a pile of pixels that give me MissingNo. vibes.

Level 4 was meant to have actual enemies on it. The reason these were cut is cuz of the graphics bank being overloaded, so I had to scrap these
