Cheat menu on Baldi on 1.4.3 Baldi's Basics

I am on Windows how do I use it

how do i activate the cheats menu

for those folks who dont know:
when you download the file there's a russian text file that says

"Paste the file into the Managed folder. Launch Baldi, press Tab and that's it."
