No, you can not play LBP3: Retold on the PS4 version of LBP3, you will need a modded PS3 or RPCS3 and the PS3 version of the game to play Retold.
Can I have an early build of the game?,
No, no matter how determined or desperate you are, you will have to wait for the game to release or a public beta to release.
