What is Undertale: Harsh Parallels?

Undertale: Harsh Parallels is a take on Undertale, putting the characters in a far more grim setting, akin to Underfell while also switching the roles of said characters, like in TS!Underswap. With different goals, circumstances, and histories, these characters' lives have turned for the worse..?
