FINALLY! I DON'T NEED A HEX EDITOR!
to mod this into your game so it actually works do the following. navigate to PROGRAM FILES (x86)\STEAM\STEAMAPPS\COMMON\undertale. copy and paste data.win into a backup folder (just in case). DELETE steam_api.dll. you need to delete steam_api.dll FOR IT TO WORK. then once done move the data.win file you DOWNLOADED to where the original file was... remember to rename THE DOWNLOADED FILE to exactly to.
