Looks cool a little less than papyrus
From what this seems it is sticking to the base Undertale quite a bit maybe like an Undertale dlc?. I hope the development goes really smoothly!

Welcome to Undertale Orange's devlog Gamejolt page! The fangame is currently nowhere near done. Yet, our team is working hard at a proof of concept to show you that when we say that we're going to make a game, we mean business.

Planned features:
Every single feature the base game (UNDERTALE) has. Including the same bullet hell battle system, a similar inventory, and a similar feel to that of the 2015 classic.
A time based attack. Where you'll have to press a button as many times as you can to punch out those baddies from your screen, but remember! Nobody has to die.
A very different, yet familiar and recognizable Underground.
New bosses from that of the base game.
