Tier 3 upgrades will be placed right before Ultimate Upgrades, however you can only choose one of the tier 3 upgrades for that tower (Does not lock the tier 3 for all other towers unlike ultimate upgrades).
Abilities will still be unlocked when a tower has all tier 2 upgrades.
