changed reduced tension (used coooool palette instead)
fixed some bullets not giving tension (was intentional but a headache)
fixed some fps issues (well only one)
fixed tp costs
made it so if you die at phase 2 you restart there (not tested, might be buggy. please report any bugs here.)
nerfed & buffed waves
nerfed noelle and ralsei's attack
buffed overwhelm act
mostly it. there's a lot of other small patches that are tedious to write here, tbh.
