This is "Walter" a backup suit created by Fazbear Inc. for when the animatronics were out of order. He isn't a springlock suit, just a regular mascot costume employees would wear. He was used at Fredbear's and was mainly worn by the only janitor.
The youngest children not knowing his official name gave him the nickname "Cakebear", though he isn't actually a bear, he was just designed as a generic animal costume that vaguely resembles some kind of dog or bear.
Two suits were made, one being black with a dark purple top hat (pictured above) and another being brown with a black top hat.

Update on Fazbear Revenge (now called Golden Vindictam) the book I am writing two things
scrapped edit of salvage/fredtrap/lockbear was having fun making this than found a edit on google that looked infinitely better so I just lost interest
