He is not an animatronic or a springlock suit, just a regular mascot suit. It was used for birthday parties where an employee would put on the suit and give cakes to the children. The youngest customers nicknamed him "Cakebear".
After the Fredbear locations started to lose popularity, the higher-ups had the great idea of starting a new brand called "Freddy Fazbear's Pizza" featuring a new cast of characters, Freddy would now be the star while Fredbear and Springbonnie would only be kept as a springlock suits occasionally worn by employees
