Flowey was created using the 6 human souls each giving flowey an emotion, as well as a little determination.
Using the 6 souls they made 5 emotions, one of the souls escaped, leaving Flowey with no empathy for others.
After screwing with timeliness for a while, he met face to face with Peisma, who quickly showed him who's boss and lost the ability to save and reload.
