Think of him as a slightly more aware and mature Papyrus.
Still hard working and still the silly skeleton we all dated 8 years ago.
But he has a greater sense of premonition and danger than anyone else.
The soul trait of fires basis was Bravery and Selflessness and it shows in this take on him. He shows up in more fights than anyone else, and always stops himself when you get to 1. Hell I'm planning on making a mechanic where he basically protects you, he's the first one to really feel that you're not really in control. And you may be in control of what you're doing but you have so much to lose. This game will probably fuck with your mind and it's supposed too. I'm trying to capture that feeling of regret that may have stopped you from doing the genocide originally, but here... you're forced to do it to get the best ending.
It's hard to explain here but I'm trying, think of him as... Papyrus but he doesn't hold back as much but does at the same time.
A gave him a sick ass guitar too.
Also I'm considering removing any relation to TLoZ franchise to ensure this game will succeed and I'm already in hot water with Nintendo for emulation a few years back, I was pretty young then.
