Apparently some windows machine (so far known Win7) does not show Live2D characters, please update your DirectX to the latest. But if you already updated and the character does not appear, then something is wrong with the directX, possibly corrupted. If you can see the the live2D character on this page —> http://tyranobuilder.com/use-live2d-in-your-games/ then your directX is fine.
