also cheating has been involved

edited some text in the hex editor

yes i used a debugger cheat all the way to here

a neat idea i had, not sure if i may have the time or expertise to implement things correctly

it seems changing the background color in rainbow road seems to do this to the ending

idk if this is a scrapped feature or not looked in the bsnes debugger and it seems its still has the rainbow road tiles and palette loaded in
