Victor often hallucinates Rosie with longer hair, no eyes, and an old fashion style. Mainly when he’s on a bad trip. She tells him things, justifies his actions and makes him delusional.

The reason as to why all of Rosie's friends/ the datables aren't dead yet is because he knows it'll upset her and make things more difficult. So he has to play the waiting game.
