I believe that if a character in Street Fighter was originally from Final Fight, they 100% have to make them out of the most powerful characters in the roster. I can't think of anything else because I don't know much about this guy other than he is one of Guy's rival in the series.

Guess who shows up as his final battle! Yeah, the guy himself! This time the dialogue was short so yeah, this is all of the dialogue you get against him.

Trust me when I tell you his Mine Sweeper and Take No Prisoners super combos are really badass... but like, BADASS, in motion.
You can use his Mine Sweeper as a defensive tool if you're between your opponent and the wall. Take No Prisoners, on the other hand, is an unblockable command throw in Alpha 2 with a significantly long range for what it is. In Alpha 3, this Super Combo became blockable for everyone... except Cody, as a plot-based easter egg reflecting Rolento's desire to capture the prisoner.
Nothing else to say about him, he's out of the most broken characters in Alpha 2 (competitively) due to the mind games potential he provides with his flashy moves. Rolento is very tricky against other players, he jumps all around the stage in miliseconds and he could throw knives at you without any hesitation.
His multi-hit attacks are really sick, they actually matter in Hyper Street Fighter Alpha (Secret game in SFA Anthology - PS2) since you can use a SF3-ism, which replicates the parries from that game, making him more difficult to deal with than usual.
I still have to look forward to play as Sodom, Charlie and Rose.
