It should be stated here - Project Offshore IS NOT an official update as of right now. It is a community project. Their hopes is to become an official update yes, but it isn't.
To clarify, if it were a major update, it would have gone up on the Blog, Updates, and History sections of the Team Fortress website, not the News section. The News Section is there because Valve is fairly easy to contact, and it is easy to get community news up there.
Credit where it is due, however - Valve putting up a fan-made project is pretty cool.
