If you’re used to Tower Defense games being just a set of levels to play one after another with no real connection to each other if not a progressive difficulty, Empires in Ruins is definitely something else.
I will write soon a more indepth analys of this thing cause I think it’s fairly interesting, but until then, take a look at a bunch of battle screens. These do represent the pre-battle information. Battle is just one click away and you can’t avoid it anymore when this screen shows up.
See how the differences in defense/attack of the two province involved, their economy, the stats of your main character and the officers you did pick to lead the battle do provide the modifiers that are carried over to battle and will influence the most important values.
