Yes, The Curse of Dreamvampire: Final round (Also known as V3) will be the last version of this Spin-off fangame.
And yes, Steven the vampire is the main villain of this fangame, and the ruler of this halloween world.
Don't worry, there will be some non-canon DLCs too coming out every halloween.
