Added a public party browser option for seeing only OVERCLOCKED servers. Any person hosting a public party using OVERCLOCKED builds will automatically show up here (there's an option to disable this in server builds).

Here's a nice reveal for what you will get once OC-1.0 is ready: Alt-Powerups (and cute little deadly SIC Units!).
