One is is a better, low-cost shader-based selection effect (instead of the old, tween-based one) and the other is a customizable, hex-based visual highlight, which can be used to mark tiles, such as to show the valid choices while claiming new lands, or, speaking of our coming "Skirmisher" update, to highlight the Area of Control for military companies or the distance a company can travel in a tick.
