Adjusted the Power Generator to gradually generate less power if used for extended periods of time, making it more in line with how the other tools function
(Worry not as new Power Generator only provides change to gameplay during early-game and presets, it is balanced to not affect rosters with heavy tool use!)
Phantom Freddy will now require a higher minimum temperature to start manifesting on lower A.I. Levels
