Patch Notes:
Fixed a bug where Basil would sometimes play his sound and visual cues after already activating.
Fixed a bug where Kel would not progress at all if he's in the office and the cameras are up.
Made it so using the "F4" hotkey for toggling between fullscreen and windowed saves across the game.
