Information
I didn't have much in mind for Noli outside of his moveset. Noli was the other killer I had mentioned in 1x's information, as I had an idea to make survivor Noli into it's own character/design to fit the "story". The character would've been based off a betrayed cultist, who'd lost faith and abandoned the void cult. The exact lore I had/have in mind I'm still not sure about, same for the design, but the idea behind the character has been present.
Moveset
While 1x had the most balance changes of the characters I'd worked on, Noli had the most moveset changes. Originally functioning a lot differently, I reworked him about twice, however the second rework was never properly written, and only a sentence of text was ever written.

The original idea was that when Hallucination was applied to the killer, any survivors targetted by Hallucination would essentially have a 7n7 clone made for them, which would be cancelled upon Noli taking damage. Void Rush required you hit the killer so you could then hit survivors, allowing you to re-rush and hit more survivors which would mark them as a Hallucination target, then hit the killer again to activate Hallucination. Misguidance, meanwhile, was more focused around a single target as well as self-sustain.
Obviously, this original idea was absurdly complicated and impractical, which resulted in it being scrapped. As such I took to reworking it, thus Void Rush 2. The first rework was more survivalist focused, having Noli use his hallucinations to his own benefit rather than to support his team. This was also quickly scrapped, as I didn't want to make Noli into another survivalist, and believed his Hallucinations had too much potential for team plays as opposed to making him another survivalist.
Reworking him again, I decided to go for a more simple approach and focused on the knockback Void Rush inflicted on survivors hit, while taking inspiration from a scrapped Dusekkar ability for Observant. It's perhaps not the most balanced thing ever, but I'm generally happy with the result and proud of what I managed to come up with.
