FanGame based on Hotline Miami by DENNATON GAMES.
The game is created from scratch based on the original source, since the HotlineMiami sources are extremely difficult to understand in terms of code, and the editor in HotlineMiami 2 is extremely limited in functionality and, as I understand it, is abandoned.
Some antivirus programs consider the game to be a Trojan. don't worry, it's not true. Quite a known problem with older versions of GameMaker. There is no way to fix this, so just add it to the exceptions so that the already rather limited resources used by the game are not further reduced.
