in THORNTALE, Flowey basically is taking a different approach to getting all the monster souls: by taking them himself.
The Ruins will be empty, as Flowey has taken the souls of every monster there. The monster encounters will be very similar to the LOST SOULs from the Asriel Dreemurr fight
Snowdin Forest is a dangerous area, many monsters here are lost souls.
Snowdin Town is protected by Papyrus, who is now in the royal guard. (who doesn't love papyrus?)
