That is fake (somewhat).
I'm not saying bots don't use sprays, they quite possibly do. I'm saying that if they do, the sprays are disabled on official valve servers, including casual, competitive, and mvm.
Bots and real players literally cannot send the spray files to the server, so you can't download them from it.
Bots also pretty much never play on community servers, so they won't spray them there.
Though, actual players can have cp and gore sprays, so you should clean up your tf/materials/temp folder after playing on community servers. There's no need to do so after playing on official valve servers.
There's not that much of people with sprays like this though, didn't have a single cp or gore spray in almost a year straight, and I play almost daily.
