There two main villains that I will hint at:

The one from a forgotten past who survived through small crime sprees and hiding back in the shadows, with the police completely unable to any DNA samples in every crime scene involving the killer for the over 50 years he been active. Now he works for another in secret and devised a way for a certain protagonist to find one of the retired Johnny's brand buildings, one that never even operated in the first place. A building filled with abandoned props and mascots that were scrapped for their unappealing designs... and for other reasons.

While the another remains in the shadows, letting others do his work for him, one who emerged from fire and seeks to reclaim what once was his.
