Dead Cells is a roguelike game developed by Motion Twin, with a soundtrack by Yoann Laulan.
The use of samples and custom instruments is superb, as is the whole atmosphere of the OST. The use of folksy melodies paired with atmospheric instruments really sells you on the idea of escaping a medieval island.

Number 2: Undertale and Deltarune
It can be said that the entire Chiptune and Beepbox music community was started by this one game. The great melodies, how motifs get referenced and repeated throughout the OST, everyone wants to replicate that.
I'm grouping Deltarune here too, as it and Undertale are so similar.

Touhou 5 (PC-98)
Authentic chiptune at it's finest. This OST has lots of energy, with a little too much energy at times.
Lots of emotional tracks, but the lack of true danceable songs brings it down.

Number 1: Super Street Fighter 2 Turbo
Why put a Street Fighter game as the best video game soundtrack ever?
This game's OST is really underappreciated in the wider music scene as a good soundtrack. Fighting game nerds (such as myself) recognize it, but the vast majority of other people haven't even heard of the game.
It's OST was created on QSound, which is very similar to modern day UltraBox or FL Studio. Samples aren't just a feature or quirk of this OST, they're it's whole lifeblood.
