She was the ruler of the Crystal Empire before Sombra "killed" her.
Actually, she is technically still alive! You see, she wasn't really killed. Sombra just shattered her into pieces and scattered them around Equestria. If you were to find all the pieces and put them back together she would be brought back to life.
