Similarly to Dean, he is one of Crool’s numerous failed experiments, in fact he actually escaped Crool’s lab at the same time as Dean and rented an apartment with him after the fact.
He can’t leave the apartment since if he’s outside of water for 15 minutes, he’ll suffocate so he has to stay in his tank.
