Oliver is a fox shape shifter, that wears a fox mask to hide the fact that he's a fox
He's the ancestor of pirate!sally, that is a fish by day and a human by night, wilbur fell in love with the human but his friends thought he liked the fish
That's why Fundy's a fox, the fox shapeshifting gene is still in sally's blood
And that also explains why some people draw Fundy as a human while others draw him as a full-on fox I guess
