Instead of him being covered in purple goop, he now got toxic waste poured over him, which burned away the suit's fabric (similar to acid) but mutated his flesh remains, causing it to regrow in strange ways, covering his metal endoskeleton, practically infusing it with him, which is inspired by how toxic waste and it's effects on animals and humans gets portrayed in cartoons (like the three-eyed fish from the Simpsons, or the Teenage Mutant Ninja Turtles)
