White Tail is like Rabbit, a other guide, but doesn't help only Max, they help even other creatures that don't harm anybody.
All the guides lost they're original identity and some got these animal masks, in this case White got the Puma mask, aka the climber/faster guide, it explains itself
On the how they got the mask is not like Rabbit like that light humanoid creatures gave the mask, oh them is grown on their face
They not very comunicative, in fact they rarely talk like a normal person, mostly they make creatures voice
