Ok so to get NPC's to spawn in the right place when following you underground it has to be done after the Underground Gen code, so I've put it IN there for now.

Lightning particles!
I was going to set up 2 sets so there was always a couple coming out the top and some from the bottom, but doing 5 random works well enough.
Also I have limited depth control of particles without making a new system for each

One slight issue is it doesn't draw shoreline, since that's not tiles.

1Hmm, I'm liking having an approximation of the ground terrain below the NPC's in the menu.
I don't think I can really make it fully accurate though.
Like it's always gonna step as a full tile, not as pixels.
I can at least add the rest of the image data.
