Just started to play story the the beginning cutscene didn't play, is that suppose to happen since game was canceled?

Read me : This Mod Fixes some of the bugs and glitches from https://gamebanana.com/mods/387978 Sonic.EXE 3.0 unfinished build and thanks to Futagami i used to finnish the mod off for good so without further a do I can officially say that sonic.EXE is complete there are some songs that you can access in the debug menu but I will leave it up to you to judge them for yourself. So get ready for round 3
