Sorry for taking so long to make a post like this. Had a scrapped version that was too yappy and exhausting to write (Though this is still pretty long!), so I'll try to shorten it without a individual sentence-by-sentence breakdown.
The twitter post by UTY Developer AeroArtwork was made quite some time ago not long after the release of PS!Outertale, but I was made aware of it about 2 weeks ago from a friend of mine that noted how it seemed like a poke of sorts.
And a poke that it was, considering this post I had a friend smuggle into the no longer public UTY Server for me since I was not able to myself.
It contained a text file of suggestions in collaboration with others that had their own things they wanted to see in Yellow, but it was mostly focused on ensuring the game mechanics were accurate to UNDERTALE and the game was properly balanced, with rebalanced Ammos and Accessories to ensure the transition to that system goes relatively smoothly. My own help on the update was also offered, as the team had stated exhaustion in the description and I really wanted this game to not be left in too broken of a state. (With EVIL plans of 32-support down the line once I prove myself useful mwuhahahaha)
Despite the post gaining a surprisingly large amount of traction surpassing that of every other post in the suggestions forum including the Developers' own, it appeared the Developers and Moderators were disinterested with the idea of implementing any of the changes suggested in the text file and in general, because the game was considered "Done.", as if it's a good enough reason to not fix any post-release problems.
I don't even think the Developers read the contents, notably Aero and the other person in a Art Stream stream made this rather obvious with how oblivious they are to their Engine's inaccuracies and poor balancing with this: https://youtu.be/ohkjxQ0mYR4?t=3063
It just HURTS to hear AeroArtwork make fun of folks that aren't as stupid as he thinks they are with saying stuff like:
"A lot of people just did not register Armor for some reason so they're walking into the final boss with like Snowdin-level Armor being like 'Man why am i- Why is this Boss Fight so hard?' It's like bro: Have you ever played an RPG before?"
The player should not be getting bodied so badly even with armor from a earlier area. One does not even need to look into UNDERTALE's code to learn this, as this information is available on the wiki alongside other useful details that are absent such as the extra damage the player takes at higher amounts of HP and the flee formula.
For example: The Silver Scarf's DEF in Yellow is 6 and decreases Damage Taken by 6, and the end-game gear of the Deltapatch is 10 DEF would reduce it by 10, with the Golden Bandana being 12 DEF and reducing it by 12.
Temmie Armor, the strongest practically usable armor in UNDERTALE has a DEF of 20 and reduces damage by 4.
If Undertale Yellow's Armors were accurate to the UT formula, the Silver Scarf would give 1 damage reduction, while the Golden Bandana would give 2 damage reduction, essentially making the Silver Scarf the better Armor because of it's 2 HP healing every turn.
There is a big difference between the damage reduction numbers, and Yellow casually towers above them despite having seemingly smaller stats. Now why is that?
There is a pretty significant difference in damage calculation.
To simplify if further for ya'll that don't speak Gamemaker:
UTY's formula is basically Monster ATK - DEF

It's likely that a lot of elements were set early on before UNDERTALE was being picked apart and were never corrected due to a lack of external feedback.
This should give you an idea of the state UTY was put in and how ignorant to it's flaws it's Developers are, and most obnoxiously AeroArtwork who we know the armor system did not register for.
With this backstory and context in hand, we return to Aero's tweet and the mindset behind it begins to unravel. "Here's a list of ways to 'Fix' your game!" and it's response seem to suggest that he thinks very lowly of people wishing to do their best to help the game they want to see becoming the best version of itself.
To discourage suggestions from folks and normalize the idea to developers that this kind of help is bad will only sabotage the game in the long run. Spacey himself has told me he loves getting feedback and some of his best stuff comes from people that don't like his game.
This disdain towards feedback would retroactively put words such as "put others down act like a know it all." into question when one considers why AeroArtwork would perceive such a thing to be the case.
Now, I could keep yapping as I have been... But I think you guys get the gist now. I would just be saying things that you would already be thinking while reading the other parts of Aero's post.
