Added manual gearing & Fixed camera re-centering

Currently the gearing is in blueprints but I'm gonna try moving it into the depths of hell aka c++


Camera re-centering only activates if

  1. You haven't moved the mouse

  2. You are going above 35 km/h ~22 mi/h

If you move your mouse then it deactivates for around 1 and a half second before reactivating
