Trying to write a multiverse crossover AU where some Fandom characters work for a council and I want to start with JJBA characters first

Struggled to find two characters but in the end I chose Giorno and Jotaro. Here's them both in half-Uniform.

As both of their respective show's finale is on the same date, they will be on the big competitive, to see who's going to be on the top. One think it's fun, other takes is as revenge.
