Questions in Game Dev

Is their a specific level i need to be to publish a game, or do I have to sign up for something

I'm trying to make my own VN with a friend.. he is the writer.. and I'm gonna help him doing the game using RenPy.
But I'm not so sure how to do it either since I'm beginner in RenPy and Should I wait for my friend to finish his story first to start?

If anyone is good at making FNAF jump scare sounds and/or 3D modeling in a pixel/voxel style and can recreate my animatronics better than me please let me know in the comments of this post!
