Burgermeister Meisterburger, or simply known as Burgermeister, (German for 'mayor') is the main antagonist of the 1970 Rankin Bass Christmas special Santa Claus is Comin' to Town. He is the tyrannical mayor of Sombertown who despises toys and will not hesitate to arrest anyone who plays with or even owns a toy. He is also the arch-nemesis of Kris Kringle and Jessica.

He was voiced by the late Rankin/Bass veteran actor Paul Frees, who also voiced his toady Grimsley in the same film, the Ghost Host in The Haunted Mansion, Uriah Caw in Cricket on the Hearth, Kubla Kraus in Jack Frost, Jack Frost in Frosty's Winter Wonderland and Rudolph and Frosty's Christmas in July, as well as Aeon the Terrible and Winterbolt in the Rudolph specials, Quizzler in Mouse on the Mayflower, the commisioner in The Inspector Closeau cartoons and Boris Badenov in the Rocky and Bullwinkle series.

Biography

Meisterburger first appeared in the beginning when his right-hand man Grimsley found an infant Santa Claus and a letter was left on the front door asking for the Burgermeister to take care of the baby. But Meisterburger, calling the baby "baggage" and a brat, orders Grimsley to take him to the orphan asylum. But Grimsley loses the baby en route due to a fierce winter storm caused by the Winter Warlock. The storm carries Claus up and through the Mountain of the Whispering Winds, and with help from the indigent animals, the baby is brought to the Kringle family who name him Kris and raise him as their own. Several years after being taught how to make toys, a young Kris decide to set out for Sombertown so that he can give the toys to the children to lift their spirits.

Unknown to Kris and the Kringles, Meisterburger, after slipping on a toy duck and injuring his foot, has ordered a law to be enforced forbidding all toys under the threat of imprisonment. With nothing else to do, the unhappy children spend their free time doing extra chores. When Kris finally arrives in Sombertown, he's avoided by many of the citizens and chastised by the town's schoolteacher Miss Jessica. When she tells him about the new law, Kris scoffs at it calling it silly, and then to prove his point wins Jessica over by giving her a china doll that she wanted but never got when she was little. Kris then starts giving the toys to cheer up the children, which causes an angry Meisterburger to declare Kris Kringle a wanted outlaw.

Although Meisterburger orders Grimsley and his men to arrest Kris, he successfully escaped due to his experiences in the woods, eventually forming an alliance and a friendship with the Winter Warlock after giving him a toy train. As the months go by, Kris and the Kringle family are able to contrive better ways to deliver toys with the help of Jessica, the animals and the reformed Mr. Warlock (who now prefers to be called "Winter"), such as going down chimneys and putting the toys in stockings near the fireplaces. Despite his repeated failures to catch Kris, Meisterburger persists and sets a trap for Kris by catching Kris' penguin friend Topper and holding him hostage in exchange for Kris' surrender. He also gets Grimsley and his men to arrest the Kringle family and Winter, and has them imprisoned. And then, in a public show of victory and intimidation, confiscates and destroys all of the toys in the town square by setting them on fire, much to the children's dismay.

Satisfied with his self-serving triumph, Meisterburger contemptuously mocks Jessica when she pleads for their release, and continues to assert his own self-righteousness. Finally seeing Meisterburger's true colors, Jessica gives eight reindeer the ability to fly, thanks to some magic feed corn that Winter gave to her, and they all manage to escape into the woods, much to Meisterburger's fury.

Declaring the Kringle family and Winter to be outlaws, Meisterburger swears that he and his descendants will hunt them down throughout the land and promises that they will not have a moment of peace until they are recaptured. But the Kringles and Winter moved all the way to the North Pole, during which Kris grows a beard and uses his original name "Claus" to avoid any unwanted attention. He even builds a new workshop at the North Pole and marries Jessica.

As the years go by, Santa and his friends continue making toys and delivering them to Sombertown. Meisterburger and his forces, on the other hand, simply died off, dissolved and fell out of power, as the townspeople finally realized how foolish his laws were, and finally elevate Santa to a legend. For all of his demands and huffing and puffing, Meisterburger merely becomes the sand in the oyster's shell, the obstreperous irritant that produced a legend loved by children everywhere, while he himself becomes nothing more than a distant bad memory. It could also imply that Sombertown possibly elected and anointed a new mayor who enforced more positive common sense laws while implying to have nullified the ban on toys.

Personality

Burgermeister Meisterburger is a vituperative, corrupt, hypocritical, fun-hating autocrat who takes some kind of sadistic pleasure in making- and keeping, the townspeople miserable. He declared all toys illegal in Sombertown after tripping over a toy duck and injuring his foot. And though he personally hates toys, he did briefly enjoy a yo-yo Kris gave him before being reminded by Grimsley that he is breaking his own rule. His new law makes the children of Sombertown even more miserable than ever and they are forced to do chores instead of playing. He's also shown to be semi-censorious and very sarcastic towards others. This proves to be his downfall when it is mentioned by S.D. Kluger, the narrator of the special, that the Meisterburgers quickly died out and fell out of power, mostly owing to the fact that Meisterburger had no offspring.

In the Nintendo DS game based on the TV special, Meisterburger's personality is somewhat more fleshed out. In one of the game's adventures, S.D. Kluger attempts to deliver a package to Meisterburger- the tag on the package reads 'BM' which he assumes is for him. But when he finds a doll inside, Meisterburger confiscates it, throws Kluger out and orders his arrest, but Kluger escapes, after which Meisterburger orders all mail delivery in Sombertown to be stopped. Kluger realizes the "BM" was a girl named Betty May and that the package was from Santa himself; Santa's gifts got mixed in with Kluger's mail when he got into an accident unintentionally caused by Winter practicing his spells.

After getting his truck repaired Kluger returns to Sombertown but is arrested by and imprisoned by Grimsley. After Kluger gives him a package that turns out to be a Teddy Bear, and the over-worked soldiers with gifts and letters that boost their morale, Grimsley opens up to Kluger about Meisterburger's state of mind and the reason for all his new laws, which even he and his soldiers began to find silly. When Kluger finds a package in his deliveries actually meant for Burgermeister himself, Grimsley helps him out of jail, and he goes back to work making his other deliveries, including a gift for Winter and some letters for Santa before returning to Sombertown with decorations for the town.

Kluger then shows Meisterburger the package for him from an M. Meisterburger. Meisterburger immediately recognizes the name of his mother and demands the package. But when Kluger reminds him of his new law forbidding all mail delivery, Meisterburger quickly repeals the law and again demands the package, to which Kluger agrees, but only after correcting his previous error from when he brought Betty May's doll to him, so Meisterburger orders Grimsley to bring the doll and to find Betty May. He lets the overjoyed girl have the doll, and then frantically opens the package from his mother: a new yo-yo. Overjoyed that he himself was given a present from his own mother, a suitably manipulated Meisterburger repeals the 'no toys' law, but quickly adds that he will reinstate the law if any more toys get in his own way.
