FanGame based on Hotline Miami by DENNATON GAMES.
The game is created from scratch based on the original source, since the HotlineMiami sources are extremely difficult to understand in terms of code, and the editor in HotlineMiami 2 is extremely limited in functionality and, as I understand it, is abandoned.
Antivirus programs consider the game to be a Trojan. don't worry, it's not true. Quite a known problem with older versions of GameMaker. Games before version 1.1.0 is in this list
