A notepad? Fairly simple at least 5 minutes to get something similar to this done and still allow the player to move the window around the screen.
We made a game similar to this except it is more than just a concept. Also, its made in html. Check out error wars.

This is an operating system (very bad at the moment) that will be used for my later game "Virus Simulator".
Now, I doubt it will be used for anything other than the game, so other than bugs or something crazy you have as a general (no code) idea for a troll-ish virus that annoys you, don't suggest anything, /please/.
Note: Virus simulator will not use a real virus.in reality, it is a GM game that is essentially an OS. In the game, varius "viruses" from random mouse clickers to close your programs to massive file eating behemoths will assault the game. There is no risk to your computer (any more than any other GM made game, at least).
