Probably the scientists put that up after Caroline escaped at some point. She probably escaped around the time the Raiders took over the city, maybe caused some sort of distraction like a power outage or something. She's technically more powerful by the virus in this timeline, but would also be weaker because, well a lot of exposure.

She probably wouldn't meet up with Ana until much later in the story, assuming she met up with the Renegades. Now that I think about it, this timeline would kinda be more like two parallel stories in somewhat different circumstances. Eh, ideas are fun anyway.
